Blizzard specifically states that the number is ACTIVE accounts. So no, yours and your wife’s accounts are not part of that count.

How many of those are actually still active though? For example 2 of that number are most likely my wife and I, and NEITHER of us has our accounts active right now. Mine expired in June, and her’s expired late September.
