Pirates of the Burning Sea Underdog Tools Devlog

Flying Lab Studios has put out a devlog explaining changes in Underdog Tools that went into effect in build 1.3 of Pirates of the Burning Sea. The recent move to condense eleven servers down to four has radically changed the conquest history on the remaining servers. Add to that a radical increase in population density and naturally there will be some shifts in power bases.
These changes have rendered the underdog tools all but obsolete. Update 1.3 made some big changes to accommodate the shift and the amount of unrest alteration based on ranking has been slashed in all cases as follows:
1st: Defensive Unrest +20% -> +5%
3rd: Offensive Unrest +15% -> +5%, Defensive Unrest -15% -> -5%
4th: Offensive Unrest +35% -> +10%, Defensive Unrest -35% -> -10%
Flying Lab expects the underdog landscape to stabilize as the server changes settle out. Players will see these numbers to rise a little when build 1.4 hits. One consolation is that the XP/Loot bonuses for last place won’t be changed.
