Obsidian Developer Rob McGinnis responded to comments on the BioWare Community forums about Neverwinter Nights 2 gaming mods and the availability of mods for the game.

In answer to the complaint that the NWN1 toolset is easier to use than that of NWN2, Mcginnis explains the NWN1 toolset was meant to quickly produce cookie cutter mods. The NWN2 tool is far more flexible than it’s predecessor and on equal footing with its peers and in fact easier to use than many modern toolsets.

McGinnis also sites that the lack of NWN2 mods is due to pressure on modders to perfect their work which takes a great deal of time and patience.

 ”So I don’t think it’s necessarily the act of making the mod that’s difficult. I think it’s making a mod that is acceptable that is difficult.”

Players expect more from mods demanding engrossing stories and are intolerant of the same old hack and slash work that might have been acceptable in the past with NWN1.
