If you read the quote (which it seems like none of the above commenters did) Cliff never stated that he wanted Clive Owen to play the part, but rather an actor on Clive Owen’s level, someone who is dedicated to the part so much that they go through intense physical training in order to fulfil the physical appearance of the character they are playing.

I have no idea how in the world his brain could ever have thought Clive Owen would make a good Marcus, havoc. Ya just don’t think along those lines when you see either one.

And not knocking Dwayne in any way shape or form really, just that “real good actor” is not synonymous with The Rock. Entertaining, yes, great actor, no.
